About the General Secretariat of the Judicial Council

The General Secretariat of the Judicial Council provides comprehensive support to the Council in the performance of its duties. The Decree No. (14) of 2021 issued by of His Highness the Chairman of the Judicial Council, has defined its competencies and scope of work in a number of tasks, including providing administrative, technical and legal support to the Judicial Council on the general policy of the judicial authority and submit recommendations on draft laws, regulations of the judicial authority, study draft legislation referred to the Council by the competent authorities in the Emirate, provide the data and information requested by the Council, and prepare studies and reports on the affairs of the judiciary authorities and its members.

Secretary General of the Judicial Council

The Secretary-General of the Judicial Council is responsible for proposing the annual schedule of the Council’s meetings, preparing the agenda and related documents, and obtaining approval from the President of the Council. Additionally, he oversees the recording of the proceedings of the Council’s meetings, presenting them to the President and members for approval. The Secretary-General also prepares decisions issued by the Council and its President, coordinating with relevant authorities for their implementation.

Moreover, the Secretary-General supervises the preparation of various studies and research related to the judiciary and its members, ensuring effective communication with relevant entities in the emirate to facilitate the exchange of information and data. This collaboration aims to ensure the Judicial Council fulfills its mandated responsibilities.

In addition, he oversees the administrative staff of the General Secretariat, monitoring their performance and completion of assigned tasks, and making decisions regarding their employment matters, including hiring, promotions, and assignments.

The Secretary-General also represents the General Secretariat externally, signing agreements and contracts necessary for the General Secretariat to perform its designated tasks and powers.

Since July 5, 2024, the position of Secretary-General has been held by H.E. Prof. Abdullah Saif Al-Sabousi, who was appointed by Decree No. (42) of 2024 regarding the promotion and appointment of the Secretary-General of the Judicial Council in the Emirate of Dubai, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the State, Prime Minister, and Ruler of Dubai, may God protect him.

H.E. Prof. Abdullah Saif Al-Sabousi holds a master's degree in media law and e-commerce from the University of Essex in the UK, as well as a PhD in private international law from the same university. He has held the title of "Professor" in private international law since 2021 and has served in various government positions, including Director of the College of Law and Police Science and Director of the Deanship of Dubai Police Academy.
